Statement by State Power Investment Corporation

摘要：

黨的十九大提出“推進(jìn)能源生產(chǎn)和消費(fèi)革命，構(gòu)建清潔低碳、安全高效的能源體系”的國(guó)家能源戰(zhàn)略。十三屆全國(guó)人大二次會(huì)議提出“單位國(guó)內(nèi)生產(chǎn)總值能耗下降3%，二氧化硫、氮氧化物排放量下降3%，一般工商業(yè)平均電價(jià)再降低10%”的2019年度目標(biāo)。

中國(guó)乃至全球范圍正在進(jìn)行能源轉(zhuǎn)型，逐步進(jìn)入清潔、低碳能源生產(chǎn)形式的新時(shí)代。核能是安全、可靠、經(jīng)濟(jì)的清潔低碳能源，將在全球范圍內(nèi)持續(xù)發(fā)展，“清潔能源”和“低碳能源”應(yīng)在發(fā)展理念、發(fā)展機(jī)制等方面進(jìn)一步融合。核能是中國(guó)能源體系的重要組成部分，核能發(fā)展關(guān)系到國(guó)家安全、能源安全，應(yīng)作為“清潔低碳、安全高效”的國(guó)家能源體系的基石。核能發(fā)展面臨的公眾接受、放射性廢物處置、核安全監(jiān)管等挑戰(zhàn)，需要全球范圍內(nèi)的創(chuàng)新和合作。

國(guó)家電力投資集團(tuán)公司大力發(fā)展核能，是建設(shè)新型國(guó)家能源體系的倡導(dǎo)者、支持者、實(shí)踐者。三代非能動(dòng)核電技術(shù)依托項(xiàng)目四臺(tái)AP1000機(jī)組順利投產(chǎn)，技術(shù)引進(jìn)、消化、吸收工作取得積極成果，自主創(chuàng)新研制了國(guó)核一號(hào)（CAP1400）。國(guó)家電投將繼續(xù)在核電建設(shè)、安全運(yùn)行、技術(shù)創(chuàng)新等領(lǐng)域發(fā)揮積極作用，推動(dòng)國(guó)內(nèi)外的核電發(fā)展，建設(shè)具有全球競(jìng)爭(zhēng)力的世界一流清潔能源企業(yè)。

Abstract:

‘Promoting energy production and consumption revolutionand building a clean, low-carbon, safe and efficient energy system’is the nationalenergy policydecided by 19th National Congress of the Communist Party of China. Report On The Work Of The Government delivered at the Second Session of the 13th National People’s Congress of the People’s Republic of China sets up 2019 annual goal as: a reduction of 3% in energy consumption per unit of GDP, a decrease by 3% in sulfur dioxide and nitrogen oxide emissions and a further decrease of 10% in average electricity price for general industry and commerce.

The whole world including China is undergoing the energy transition, striving into a new era of clean and low carbon energy production. As a safe, reliable, economy, clean and low carbon energy source, nuclear energy will continue to develop globally. Clean Energy and Low Carbon Energy should be further integrated and synergized in development strategy and mechanism.Nuclear energy is a significant component of China’s energy framework. The nuclear energy development in China impacts the national security and energy security, and should be the cornerstoneof the national energy system with clean, low carbon, safe and efficient attributes. Confronting the challenges such as public acceptance, radioactive waste disposal and nuclear safety regulation, etc., nuclear energy development requires worldwideinnovation and cooperation.

State Power Investment Corporation (SPIC) is vigorously developing nuclear energy business, acting as an advocate, supporter and practitioner of the new national energy system. The third generation passive nuclear power technology has made significant improvements in recent years. Four AP1000 units achieved commercial operation; technology transfer achieved fruitful progress;the domestic innovative design CAP1400 accomplished. SPIC will continuouslyplay an active role in nuclear power plant construction, safe operation, the technology innovation,as well as the domestic and alien development, building a world-class clean energy enterprise with global competitiveness.
